Certification myths vs. legal reality
“Your emotional support animal must pass a certification test.”
Reality: No test exists. Emotional support animals provide comfort by presence; only service dogs require task training.
“Register your dog in the national emotional support animal database.”
Reality: There is no national database. Every registry is a private company, including ours. We just say so.
“A certificate is enough for your landlord.”
Reality: No agency has ever pointed landlords to a registration certificate. HUD's now-rescinded 2020 guidance said expressly that one was not enough, and nothing since has given certificates more weight. What the Fair Housing Act points to is clinician documentation, so certificates alone can be lawfully refused.
“Certification lets your emotional support animal fly free.”
Reality: Airlines stopped accepting emotional support animals in early 2021, when the DOT's December 2020 rule took effect. They board as pets now, at each airline's discretion, and no document we or anyone else sells changes that.

The Fair Housing Act does not publish a species list. In practice, cats qualify on exactly the same terms as dogs, and so do rabbits, birds, guinea pigs, hamsters, and other ordinary companions. HUD's 2020 guidance drew the practical line at animals commonly kept in households, and though HUD rescinded that guidance in 2026, the Fair Housing Act itself is unchanged, courts, state laws, and everyday leasing practice still recognize ordinary household companions, which is why a peacock invites far more pushback than a tabby.
There is no separate certification track by species. A cat is not “harder to certify” than a dog; neither needs training, temperament scores, or an evaluation.
